Does anybody know why the NFL not just create a new team for LA via expansion?

LA has had 2 failed NFL teams,sports 2013. No matter how many people live there, LA can not support a NFL team.

Because the balance and scheduling in the NFL would be completely thrown off, it’s perfect the way it is with 8 divisions of 4 teams each. They finally balanced it out so teams in the same division play the same opponents with the exception of 2 games vs teams that finished in the same place in their own division.
